This might make a great sitcom. An national organization with lots of buses calls FEMA and is told to go visit the "How to do business with FEMA" web page. Meanwhile, a company with a federal contract worth up to $100 million for disaster transportation starts looking for buses 18 hours after the storm.

How were they looking for buses? At least in part via the internet. Perhaps I'm naive, but shouldn't a company with a $100 million contract already have some idea where its buses are coming from before the disaster strikes? Especially since there was warning.
