FEMA Head's qualifications

I would have guessed that the head of FEMA would have a background in logistics or prior experience in disaster relief. That turns out not to be the case. Still, who could have expected that the Bush administration, which claimed to be interested in national security, would put an old friend of a campaign manager in a position he was not qualified for?
