One factor he doesn't mention is the administration's focus on abstinence programs and reluctance to distribute condom information. It seems to me that the economic factors he cites might be applicable regardless of age, but educational factors would apply disproportionately to abortions in teenagers. The letter doesn't break the data down by age, so there's no way to judge.
