This is not, sadly, a story from The Onion. Consider visiting that link if this story is too much for you. Congressional negotiations added 13 billion dollars of corporate tax breaks to a package of middle class tax breaks, but did not see fit to add any help for poor families. The excuse offered was that the Earned Income Tax Credit is currently being abused and needs correction before further relief can be offered to low income groups.
I'm not sure where this bill stands now, but the situation described here applied as of 9/23. Here's a link to the Washington Post's story:

After all, it's futile to tax the rich. As president Bush observed, they'll just find a way to dodge taxes anyway.
